The €13 Cigarette Pack in France Isn’t Making Tobacco Companies Rich—Here’s Where the Money Really Goes

For many smokers in France, buying a pack of cigarettes has become a painful daily expense.

What once cost only a few euros has steadily climbed to nearly €13 per pack, leaving many people wondering who is collecting all that money. Is it the tobacco companies? The local tobacconist? Or someone else entirely?

The answer surprises many people.

The largest share of the price doesn’t go to the manufacturer or the shop selling the cigarettes.

It goes to the French government.

Today, taxes account for well over three-quarters of the retail price of a pack of cigarettes in France. Depending on the brand and price, taxes can represent roughly 80% or more of what the customer pays.

These taxes include excise duties and value-added tax (VAT), both designed to discourage smoking while generating public revenue.

French health authorities have steadily increased tobacco taxes over the past two decades.

The strategy is straightforward: make cigarettes expensive enough that fewer people begin smoking and more current smokers decide to quit.

Research has shown that higher tobacco prices can reduce smoking rates, particularly among teenagers and young adults, who are often the most sensitive to price increases.

Supporters argue that every price increase helps prevent future illnesses linked to smoking, including heart disease, stroke, lung cancer, and chronic respiratory conditions.

They also point to declining smoking rates in France as evidence that the policy has had a measurable impact.

Not everyone agrees with the approach.

Critics argue that heavy tobacco taxes place a disproportionate burden on low-income smokers, many of whom struggle with nicotine addiction and cannot simply quit because prices increase.

For these individuals, every price hike means making increasingly difficult choices between cigarettes and other household expenses.

Meanwhile, local tobacconists face their own challenges.

Although they sell the products, only a relatively small portion of each pack’s price remains with the retailer after taxes and supplier costs are deducted.

As official cigarette sales decline, many tobacconists have diversified their businesses by offering lottery tickets, parcel collection, newspapers, beverages, and other convenience services.

Another consequence of rising prices has been the growth of cross-border purchases.

Some smokers travel to neighboring countries where tobacco products are less expensive, while others turn to illicit markets that sell untaxed cigarettes.

Authorities continue to combat illegal tobacco trafficking because it reduces tax revenue and introduces products that may not meet regulatory standards.

The French government therefore faces a complicated balancing act.

On one hand, it seeks to reduce smoking for public health reasons.

On the other, tobacco taxes generate billions of euros in revenue each year, helping fund public services, including parts of the healthcare system.

Many health experts emphasize that taxation works best when paired with smoking cessation support.

Programs offering counseling, nicotine replacement therapy, and medical assistance can improve the chances that smokers successfully quit rather than simply paying more.

For individuals trying to stop smoking, healthcare professionals recommend discussing available treatment options with a doctor or pharmacist, as combining behavioral support with approved medications often produces the best results.

Whether viewed as an effective public health measure or an increasing financial burden, one fact remains clear: the price of a pack of cigarettes in France reflects far more than the tobacco inside it.

Every purchase represents a complex intersection of taxation, healthcare policy, addiction, economics, and personal choice.

As cigarette prices continue to evolve, the debate is likely to continue as well—balancing the goal of improving public health with the realities faced by millions of smokers trying to navigate an increasingly expensive habit.
