The handcuffs represented more than physical restraint.

That distinction matters.

There must be procedure.

There must be documentation.

There must be accountability.

And there must be consequences when those boundaries are crossed.

Victoria understood that.

She knew that remaining calm did not mean surrendering.

It meant refusing to give the situation another excuse to escalate.

She didn’t need to threaten anyone.

She didn’t need to raise her voice.

As the review continued, the original confidence of the officers reportedly began collapsing under the weight of the records.
